He immediately reported it to the dispatching department of the chlor alkali operation department and started the post emergency disposal: he notified the liquefaction central control department to close the emergency shut-off valve, the tank car filling site to close the liquid chlorine filling valve, opened the tank car evacuation process to relieve pressure, stopped the filling of steel cylinders in the liquid chlorine warehouse, closed the filling angle valve, organized the evacuation of irrelevant personnel, and established a preliminary alert on the filling device, The gas protection station supervisor monitors the tank car site and evacuate the driver and surrounding personnel. The dispatching department of chlor alkali operation department shall report to the dispatching department of chlor alkali operation department and the company at the first time. The company's dispatcher immediately dispatched the gas prevention station to be put into the site for disposal in advance.
After receiving the report, the chlor alkali operation department immediately started the on-site disposal plan of the chlor alkali operation department, investigated the leakage points of the tank car, improved the on-site disposal measures, established an isolation area, evacuated the personnel around the warehouse, organized the monitoring of chlorine leakage from the downwind, increased the force, and started the negative pressure system to capture the chlorine leaked from the tank car on the site.
At the same time, volunteer emergency response team members shall be organized to strengthen the monitoring, evacuation, alert and counting of toxic gas in emergency disposal, and timely control and master the casualties. After taking measures, if the leakage is not effectively controlled, the company level emergency plan shall be immediately launched and an early warning shall be given to the branch company, the Safety and Environmental Protection Department and the Wangchang Town Emergency Office.
The on-site emergency headquarters of the company immediately set up isolation alert area, evacuation assembly point and medical point at the accident site, organize personnel evacuation counting and treatment, formulate and implement rescue plan, and issue safety warning to the personnel of units in the downwind direction.

The scheme of first depressurizing and plugging the leakage points, and then backflowing the poured materials of the tank car to the standby 2 # tank is adopted.
